Japan

Japan is a strong food, temple and city trip that fits the preferences but not the firm USD 7,000 ceiling except in the low case of the 1-stop routing (USD 6,670); the nonstop version (USD 8,276 expected) is over the ceiling in every case. The verdict is conditional on an airline-direct 1-stop fare near USD 4,100 with bags and on eVISA approval.

Research progressIncomplete
Independent reviewProvisional research: independent review evidence is incomplete or not cleared for this draft.
FreshnessHistorical; refresh needed
RecommendationConditional: Experience per dollar is strong inside Japan (free sights, inexpensive business hotels at about USD 47-107 a night, about USD 80 a day for meals for two) but the USD 4,123 airfare takes about 57 percent of the expected total. Expected total USD 7,223; low case USD 6,670; high case USD 9,248. Fatigue is real: 19h55 out and 15h20 back, jet-lagged New Year days.
Research confidenceModerate: Flights and three hotel stays were rendered for exact dates and travelers on Skyscanner and Booking.com, the entry route comes from the MOFA and SF consulate pages, and closures from several independent 2026 sources. Direct airline and hotel pages were blocked, meals and transport are estimates, and only one visit source (japan-guide) backs most attractions.
Itinerary confidenceModerate: The itinerary is feasible by rail with free-cancellation rooms and uses mostly free, always-open sights, but the Jan 3 Shinkansen crush, New Year closures, the 19h55 outbound leg and an untested Osaka Castle opening limit confidence.
Price evidencePartly observed: Flights (aggregator) and the three hotel stays are exact-date rendered totals observed 2026-10-14; airline-direct and property-direct totals could not be reproduced. Meals, local transport, activities and the USD 200 reserve are researcher estimates with ranges.

Advisor memo

Japan is a great trip but only the 1-stop fare fits your USD 7,000 ceiling, and only just

My recommendation

I would not book Japan for the two of you unless you accept a modest margin, because the trip is wonderful but the airfare in New Year week eats the budget. Tokyo, Kyoto and Tokyo again, on a 1-stop fare through Los Angeles, comes to about USD 7,223 for two on my numbers, with a range from USD 6,670 to USD 9,248. The nonstop Japan Airlines version I would prefer to fly is USD 8,276 (range USD 7,724 to 9,798), which is over your firm USD 7,000 ceiling even in its best case.

The entry visa is a process you can finish: Indian passport holders need a Japanese visa, and with valid US visas and a Bay Area address you can apply online with the San Francisco consulate. The published minimum is 5 business days after a complete application, there is no expedite, and my last safe date for a Dec 23 departure is Nov 23, 2026 (30 days out, because MOFA's processing page (dated December 5, 2022) warns problem applications can take more than a month; the bare minimum would be about Dec 11). The online route is only open to travelers with a valid US visa other than B1/B2 or a green card, so check each traveler's visa category first; I have not seen it recorded.

The one result that flips this: an airline-direct 1-stop fare with checked bags at or under about USD 4,450 keeps the low case under your ceiling. Anything much higher and I would take Japan off your list.

Why this trip fits the two of you

It serves your food and culture preference better than any trip I can think of: Tokyo and Kyoto are two of the best food cities in the world, and temples and shrines are free and open every day of the New Year holiday. Nature gets one proper day, in Hakone, with a real chance at Mount Fuji in December air that is dry and clear. Winter scenery is a partial trade: Tokyo and Kyoto are cold and sunny (highs of 9-12 C) and almost never snowy, so you get illuminations and temple gardens, not snow. There is no beach. Ease of travel is excellent once you land, because it is all rail and every day trip leaves from a station.

What it trades away is money and time: about 20 hours each way on the cheap routing, and a week in which many independent restaurants and museums shut. I have built the plan around what stays open.

How the trip unfolds

Dec 23-25: the flight. You leave SFO at 4:35 PM on Dec 23 and land at Haneda at 5:30 AM on Dec 25, because the route crosses the date line. I would start the hotel on Dec 25 and ask about early check-in and luggage storage (the Dec 24 night would cost about USD 104 and guarantee a room), then go straight to Tsukiji Outer Market for breakfast and finish with a gentle first afternoon at Senso-ji in Asakusa, Tokyo's oldest temple, which is free and lit in the evening. I would book Comfort Hotel Tokyo Higashi Nihombashi (about USD 311 for three nights on the 1-stop plan, USD 415 for four on the nonstop; breakfast included, rated 8.4): it is a few minutes from Tokyo Station for the Shinkansen and on the subway line that runs straight to Haneda. I could not confirm whether it is a Chase Travel property because that list needs your login.

Dec 26-27: the two big Tokyo days. I would put Meiji Jingu on Dec 26 morning, a forest shrine beside Harajuku that draws about 3.1 million people over New Year, and Shibuya Sky at sunset (JPY 2,700 each online). Dec 27 is Hakone: the Odakyu train from Shinjuku with a Freepass (JPY 7,100 each), the ropeway over the Owakudani steam vents and the Lake Ashi boat. If Fuji is hidden by fog, you still have a beautiful loop; if it is clear it is the best scenery of the trip.

Dec 28-Jan 3: Kyoto. Take the Nozomi from Tokyo on Dec 28 (about 2h15, JPY 14,170 each) and go straight to Kiyomizu-dera for dusk. I would stay near Kyoto Station at Comfort Hotel ERA Kyoto Horikawagojo (USD 637 for six nights, 8.8), because Fushimi Inari is 5 minutes away, and Nara, Osaka and Arashiyama are each one train from the same station. For New Year, the central Hotel Gracery Kyoto Sanjo (USD 1,072) is better if the ceiling ever loosens, because Kawaramachi and Kiyamachi are where food stays open on Jan 1.

Komachi, who spent New Year in Kyoto and wrote about it on note.com, found Nishiki Market packed but open on Dec 30, shops closing before 6 PM on New Year's Eve, and almost nothing independent open on Jan 1 away from Kawaramachi. That is why I eat early on Dec 31, and why Dec 31 evening is Okera Mairi at Yasaka Shrine in Gion instead of the Chion-in bell, which WaTabi reports is now a paid, advance-application-only event. Nijo Castle is out because the Ninomaru Palace is closed from Dec 26. Jan 1 is slow: a late start, hatsumode at Yasaka, and lunch on Kawaramachi. Jan 2 is Osaka for Osaka Castle and Dotonbori, because department stores and many shops reopen then.

Jan 3-5: Tokyo again. Japan-guide expects Jan 3 to be the peak return day for the whole country, so take the earliest reserved seat; if that fails, move to Jan 2 evening. You end in Asakusa at APA Hotel Asakusa Ekimae (USD 93 for two nights) with Senso-ji for hatsumode, the Marunouchi illumination, Skytree on Jan 4 and the Keikyu/Asakusa line direct to Haneda on Jan 5 for the 7:40 PM flight.

Pace is steady, with one big day trip every other day and nothing before 8 AM except the Nara and Arashiyama mornings. Selfguidejapan.com reminds readers that December gives dry sunny cities but that for snow you go north, which is why I did not add a mountain overnight.

What it will really cost

For two on the 1-stop plan I get USD 7,223: flights 4,123, hotels 1,081, meals 955, rail and local transport 587, activities 87 (Shibuya Sky, Skytree and three temples), and 390 for the JAPAN eVISA fee (JPY 15,000 each) plus a USD 200 reserve. The flights and hotels were rendered on exact dates for two adults; everything else is my estimate. Meals use JPY 6,300 per person per day (breakfast JPY 700, lunch JPY 1,500, dinner JPY 4,100; an Ichiran bowl in Tokyo is JPY 1,180) at 158.31 yen to the dollar, so about USD 80 a day for two.

The low case is USD 6,670 (the cheaper Kyoto hotel, konbini breakfasts, no Hakone, no Shibuya Sky or Skytree) and it assumes two checked bags per traveler are included in the fare, as United's own Pacific fares show; the high case adds up to USD 400 of bag fees. Tenryu-ji and Osaka Castle tower admissions were not captured and sit only in the high case. The high case is USD 9,248. Only the low case is under USD 7,000 and the margin is about USD 330.

The nonstop JAL plan costs USD 1,053 more. It saves 8h25 flying out and 5h45 flying back and gives you the whole of Dec 24 evening, and I think that is a better trip, but at USD 8,276 it does not fit. Value, in experience per dollar, is strong once you land (rooms at USD 47-107 a night, most sights free) and poor on the flight. If you move the departure to Dec 19, the nonstop alone is USD 6,564, so do not.

Where this can go wrong

The biggest risk is the fare itself: the Skyscanner total was not reproduced on an airline page, and a checked bag or a repricing could push you over the ceiling. Second is a missed connection in Los Angeles on a 19h55 outbound journey. Third is entry: a returned visa application with no expedite and no status checks could cost you the departure date. Fourth is the Jan 3 train: reserve early.

Weather risk is small in this season: Hakone fog, a cold rain day, perhaps a few centimeters of snow. New Year closures are real: Breeze Japan says government offices close Dec 29-Jan 3 and department stores mostly shut on Jan 1.

This is not the trip for someone who dislikes crowds, long flights, or planned days at a shrine with a million people. It is also not for a snow trip, because Tokyo and Kyoto rarely see it.

The best alternative

The strongest competing itinerary is the same route on the nonstop JAL fare at USD 8,276. If you raise the ceiling, I would switch to it without hesitation: it adds a day and removes about 14 hours of travel. I would also switch if a nonstop round trip at or under about USD 4,300 for two with bags appears on the same dates.

A Dec 19 departure is not an alternative: the exact-date search priced the nonstop at USD 6,564 and added four more hotel nights. OAK and SJC have no nonstop flights and cost more than SFO.

What to check next

  • Confirm each traveler's US visa category, then file both eVISA applications by Nov 23 at https://www.evisa.mofa.go.jp/ via the San Francisco consulate page. A refusal, a B1/B2-only traveler or a delay kills the online route, so this comes first; read its Checklist.
  • Reprice the 1-stop and nonstop fares airline-direct with checked bags, and price Narita (NRT) round trips too on united.com and ana.co.jp (and jal.co.jp in a normal browser). A 1-stop total up to about USD 4,450 keeps the low case under the ceiling; a higher total means Japan is out.
  • Decide whether the 19h55 outbound leg and the dawn arrival are acceptable. If not, the only alternative is the nonstop at USD 8,276, over the ceiling.
  • Reserve Shinkansen seats at the one-month sale (Nov 28 for Dec 28; Dec 3 for Jan 3).
  • Check the Chion-in event page in December and the Kyoto closures PDF. A ticket adds about USD 38; sold out keeps Okera Mairi.
  • Ask the Tokyo hotel about early check-in for the 5:30 AM arrival; if refused, add the Dec 24 night (about USD 104).
  • Check the four stays in the Chase Travel portal while signed in. A match is upside only and is never subtracted from cost.

The workings behind the memo

Entry And Visa Lead Time

For an Indian passport holder. US re-entry is user-attested, not verified.

Entry routee-visa: Indian nationals are not visa-exempt for Japan (MOFA eVISA page). A US-resident traveler can apply online for a single-entry tourism visa of up to 90 days through the JAPAN eVISA portal, but only if the San Francisco consulate's conditions are met: a valid US visa or green card (explicitly NOT a temporary visitor such as ESTA or B1/B2), residence in its jurisdiction and tourism only. Each traveler's US visa category is not recorded, so the eVISA route is conditional until confirmed.
Lead time30 days
Last safe application date2026-11-23
Feasible before departureYes
US visa dependencyThe SF consulate says eligibility requires a valid US visa or green card and excludes temporary visitors (ESTA, B1/B2); both travelers' valid US visa stamps through Jan 5 are user-attested (2026-10-10), the visa category is unrecorded and nothing is verified. Entry into the US on return is also a user-attested gate.
TransitNonstop: no transit. 1-stop route connects in Los Angeles (US domestic transit; no Japan transit requirement and no third-country transit visa).
FeesJPY 15,000 per person (MOFA notice: fee revised effective July 1, 2026), about USD 94.75 each at 158.31 JPY/USD, USD 189.50 for two; online credit-card payment only; the portal shows the exact amount at payment.
Where to applyJAPAN eVISA portal (https://www.evisa.mofa.go.jp/) with the Consulate-General of Japan in San Francisco as the reviewing office for Bay Area residents; paper alternative by mail or drop-off at the consulate (see its Visa Information page). Hotline 1-202-499-1468 (English only).
Application steps
  1. Confirm eligibility on the consulate page: valid US visa or green card (NOT ESTA or B1/B2), residence in the SF jurisdiction, tourism only, single entry; note each traveler's visa category.
  2. Prepare each traveler's documents from the consulate Checklist (passport, photo within 6 months, proof of US visa status, itinerary).
  3. Create an eVISA account on https://www.evisa.mofa.go.jp/ and submit one application per traveler (a proxy needs a letter of authorization).
  4. Wait for the review (at least 5 business days) and watch the status under "Visa application list" in the portal; no status inquiries are accepted.
  5. Pay the JPY 15,000 fee online by credit card when the e-mail notice arrives, then save the "visa issuance notice" to a phone to show at airline check-in (screenshots and PDFs are not accepted).
Documents to prepare
  • Valid passport (Indian) for each traveler
  • Facial photo taken within the last six months against a plain untextured background, not retaken from a passport or driver license
  • Copy of valid US visa (or green card) and proof of residence in the SF consular jurisdiction
  • Travel itinerary and accommodation details for the 12 nights
  • Credit card for the online JPY 15,000 fee
Next actionRead the consulate Checklist PDF (not opened in this run) and apply as soon as documents are ready: the portal is open now (opens 3 months before travel) and the Nov 23 date is 30 days before departure to absorb MOFA's warning that problem applications can take more than a month (the published minimum is 5 business days from the next business day; the bare-minimum cutoff would be about Dec 11 with no buffer). The consulate gives no status checks or expedite. First confirm each traveler holds a non-B1/B2 US visa or green card.

Options And Value

Planning confidence: provisional; route timing, closures and reservations need confirmation. Booking readiness: not verified. Ratings are qualitative labels with a stated basis, not numerical scores.

Option 1: Japan

Value rating: Conditional

Experience per dollar is strong inside Japan (free sights, inexpensive business hotels at about USD 47-107 a night, about USD 80 a day for meals for two) but the USD 4,123 airfare takes about 57 percent of the expected total. Expected total USD 7,223; low case USD 6,670; high case USD 9,248. Fatigue is real: 19h55 out and 15h20 back, jet-lagged New Year days.

Compared with: Against the nonstop JAL version of the same itinerary (USD 8,276), this saves USD 1,053; the price is 8h25 more outbound travel and 5h45 more on the return. Against the Dec 19 window (nonstop USD 6,564 airfare alone) it is far cheaper.

What changes this rating: Moves to Strong fit only if an airline-direct 1-stop total with bags stays at or below about USD 4450 and the user accepts the low-case spending; moves to Weak fit if bags or fare repricing push the flights above about USD 4450, or if the eVISA is refused.

Price confidence: Partly observed

Flights (aggregator) and the three hotel stays are exact-date rendered totals observed 2026-10-14; airline-direct and property-direct totals could not be reproduced. Meals, local transport, activities and the USD 200 reserve are researcher estimates with ranges.

This is the only Japan routing found that can come in under the USD 7,000 ceiling, and only on low-case assumptions. It keeps all three bases (Tokyo, Kyoto, Tokyo), loses the Dec 24 daytime to travel and arrives at dawn on Dec 25 with a booked room waiting. Food, temples, shrines and trains are the strengths and they are cheap once there; the airfare is the whole problem.

19h55 outbound leg with a LAX connection, a dawn arrival after a night on the plane, higher exposure to a missed connection than a nonstop, no JAL/ANA-direct confirmation of baggage. The expected case total (USD 7,223) is above the ceiling; the low case (USD 6,670) is under it by about USD 330.

Party cost: USD 7,223.09. Travelers: 2. estimate; observed 2026-10-14T11:59:30Z.

Flights4,123partly observedSkyscanner exact-date round trip for 2 adults, economy, USD: ANA/United 1-stop via LAX, out SFO 4:35 PM Dec 23 to HND 5:30 AM Dec 25 (19h55), back HND 7:40 PM Jan 5 to SFO 6:00 PM Jan 5 (15h20) at 2,062 per passenger x 2 = 4,123 (page states prices include taxes and charges). Checked bags are not shown as included for this ANA/United fare.

Assumptions: Aggregator figure for Dec 23, 2026 to Jan 5, 2027. Low case assumes two checked bags per traveler are included as on United's own Economy Standard Pacific fare (2 bags included, united.com Dec 23 nonstop); the high case adds up to USD 400 for two travelers if bags are charged. The airline-direct total for this exact fare was not reproduced.

Planning range: USD 4,123 to 4,523. Range covers a possible checked-bag charge (up to USD 400 for two travelers, a researcher scenario) and the usual day-to-day fare movement is not modeled.

Hotels1,081.25partly observedTokyo Dec 25-28 (3 nights) derived as 415 / 4 x 3 = 311.25 from the observed Dec 24-28 total (Dec 25-28 itself was not rendered separately) + Kyoto Dec 28-Jan 3 (6 nights) 637 observed + Tokyo Jan 3-5 (2 nights) 93 observed = 1041.25; plus 40 estimated accommodation tax = 1081.25. Estimated municipal accommodation tax: Kyoto 6 nights x 2 travelers x JPY 200-400 = JPY 2,400-4,800 plus Tokyo 5-6 nights x 2 x JPY 100-200 = JPY 1,000-2,400, about JPY 3,400-7,200 (USD 21-45); 40 is near the top of that range. Booking.com says additional charges may apply.

Assumptions: One room, two adults, free-cancellation rates shown signed-out on Booking.com on 2026-10-14 (not property-direct; direct pages blocked). On the 1-stop itinerary the traveler is in the air on the night of Dec 24 and lands at 5:30 AM on Dec 25, so the hotel starts Dec 25; check-in is normally afternoon, early check-in is not confirmed by any rendered page, so plan for luggage storage and a lobby wait (adding the Dec 24 night, about USD 104, would guarantee a room; the 4-night APA price in the high case already includes that night).

Planning range: USD 1,034 to 1,788. Low case swaps Kyoto to APA Hotel Kyoto Ekihigashi (590): 311.25 + 590 + 93 + 40 = 1,034. High case uses central Hotel Gracery Kyoto Sanjo (1,072), APA Higashi Shinjuku for both Tokyo stays (525 for four nights including Dec 24, which also covers the guaranteed-early-room scenario, and 141) and 50 tax: 1,788. Tokyo 3-night price is derived, not rendered.

Meals955.2estimate24 person-days x JPY 6,300 per person-day at USD/JPY 158.31 = 39.80 per person-day: breakfast JPY 700 (bakery/konbini), lunch JPY 1,500 (a ramen or udon set; Ichiran Tokyo bowl is JPY 1,180 plus an egg and rice), dinner JPY 4,100 (izakaya or set dinner with a small seating charge).

Assumptions: 24 person-days = 12 days x 2 travelers: 11 full ground days Dec 25-Jan 4 plus Jan 5 (breakfast and lunch only), counted together as about one more day; Dec 23-24 on the 1-stop plan are in transit and carry no meals; unit rounded to the cent (exact 6,300 / 158.307574 = 39.80). No hotel meals except the breakfast bundled at the Nihombashi hotel (not netted out). Prices include service; Japan does not tip. Mid-range chain and neighborhood places, not omakase.

Planning range: USD 712 to 1,410. Low case JPY 4,700 per person-day (konbini breakfast, chain lunch, simple dinner) = about 712. High case JPY 9,300 per person-day (adds two or three sit-down dinners and drinks) = about 1,410. This line is an estimate built from one published chain price and an izakaya cost description, not a menu-by-menu basket.

Ground transport586.96estimatePer person JPY 46,460 = Shinkansen Nozomi Tokyo-Kyoto Dec 28 and Kyoto-Tokyo Jan 3 2 x JPY 14,170 (station-issued reserved fare) + Hakone Freepass from Shinjuku JPY 7,100 + local trains, subway and buses JPY 11,020 (Haneda-Asakusa Line JPY 650 each way, Tokyo days at about JPY 900, Kyoto/Nara/Osaka/Arashiyama JR rides and buses about JPY 5,220). Two travelers at 158.31 JPY per USD.

Assumptions: Reserved Nozomi seats, IC-card tap-in for local rides, no Japan Rail Pass. Haneda fare is the Keikyu through-running service to the Toei Asakusa subway line.

Planning range: USD 467 to 663. Low case skips Hakone and trims local rides (JPY 36,940 per person, about 467 for two). High case adds a JPY 400 peak surcharge per Shinkansen leg, the JPY 1,200 Romancecar seat and a taxi or two (JPY 52,460 per person, about 663). Shinkansen reserved seats go on sale one month ahead.

Activities87.18derivedPer person JPY 6,900 = Shibuya Sky 2,700 (online price) + Tokyo Skytree first observatory 2,400 (weekday) + Kiyomizu-dera 500 + Kinkaku-ji 500 + Todai-ji Daibutsuden 800 = 43.59 USD; x 2 travelers.

Assumptions: Most of the itinerary is free (Senso-ji grounds, Meiji Jingu, Fushimi Inari, Yasaka, Tsukiji browsing, Nara Park). Hakone ropeway and lake cruise are covered by the Freepass. No teamLab ticket included: its price was not captured. Admissions for the Tenryu-ji garden and the Osaka Castle tower were not captured and are covered only by the high case.

Planning range: USD 45 to 175. Low case drops Shibuya Sky and Skytree (JPY 1,800 per person, about 45 for two). High case upgrades Skytree to both observatories (JPY 3,500 weekday), adds one ticketed experience of roughly JPY 4,000 per person, the Tenryu-ji garden and the Osaka Castle tower (admissions not captured; JPY 13,700 per person, about 175).

Insurance and contingency389.5estimateeVISA fee JPY 15,000 per person x 2 = USD 189.50 (MOFA notice: fee revised to JPY 15,000 effective July 1, 2026) plus a USD 200 reserve (a sizeable fee mismatch at checkout, one extra rail leg, a replacement SIM or luggage fee).

Assumptions: The USD 200 reserve is a researcher-chosen cushion, not an insurance quote and not an observed premium. No travel-insurance premium was priced; add one if wanted. The portal shows the exact per-person visa fee at payment.

Planning range: USD 289.5 to 689.5. Low case keeps the visa fee (189.50) and only USD 100 of reserve = 289.50. High case adds USD 500 of reserve (189.50 + 500 = 689.50) for a nonrefundable change or a mid-trip rebooking. Travel insurance is not included in any case.

Option 2: Japan

Value rating: Weak fit

The trip itself is excellent but USD 8,276 expected and USD 7,724 even at the low case exceed the user-attested firm USD 7,000 ceiling. About 62 percent of spend goes to airfare.

Compared with: Compared with the 1-stop option it costs USD 1,053 more to save 8h25 outbound and 5h45 return flying time and one lost day.

What changes this rating: Moves to Conditional only if the ceiling is raised by the user or a nonstop round trip at or under about USD 4300 for two with bags appears on the same dates (the point at which its low case fits the ceiling).

Price confidence: Partly observed

Flights and hotels are exact-date rendered aggregator totals; direct pages were blocked; other lines are estimates with ranges.

The best version of the trip if money were no object: arrive Dec 24 evening, a full 11 days on the ground and a short, comfortable return. It is the benchmark the 1-stop version is measured against.

USD 1,053 more than the 1-stop itinerary. Expected total USD 8,276 and even the low case (USD 7,724) breaches the firm USD 7,000 ceiling, so it fails the hard-cut rule in the decision profile.

Party cost: USD 8,275.84. Travelers: 2. estimate; observed 2026-10-14T11:59:30Z.

Assumptions: Aggregator figure for Dec 23, 2026 to Jan 5, 2027 with all taxes and charges shown by Skyscanner; checked-bag fees may be extra (Skyscanner shows an "Additional bag fees may apply" link) and the airline-direct total could not be reproduced.

Hotels1,185partly observedTokyo Dec 24-28 (4 nights) Comfort Hotel Tokyo Higashi Nihombashi 415 (Booking.com total, breakfast included) + Kyoto Dec 28-Jan 3 (6 nights) Comfort Hotel ERA Kyoto Horikawagojo 637 + Tokyo Jan 3-5 (2 nights) APA Hotel Asakusa Ekimae 93 = 1,145 observed; plus 40 estimated accommodation tax = 1,185. Estimated municipal accommodation tax: Kyoto 6 nights x 2 travelers x JPY 200-400 = JPY 2,400-4,800 plus Tokyo 5-6 nights x 2 x JPY 100-200 = JPY 1,000-2,400, about JPY 3,400-7,200 (USD 21-45); 40 is near the top of that range. Booking.com says additional charges may apply.

Assumptions: One room, two adults, free-cancellation rates shown signed-out on Booking.com on 2026-10-14 (not property-direct; direct pages blocked). On the nonstop itinerary the traveler lands at 5:20 PM on Dec 24, so the Dec 24 night is used.

Planning range: USD 1,138 to 1,788. Low case swaps Kyoto to APA Hotel Kyoto Ekihigashi (590 for 6 nights): 415 + 590 + 93 + 40 = 1,138. High case uses central Hotel Gracery Kyoto Sanjo (1,072), APA Higashi Shinjuku for both Tokyo stays (525 and 141) and 50 tax: 1,788. Prices are cancellable but move with demand; none are property-direct.

Decision summary

Japan is a strong food-and-culture trip that fails on money more than on anything else: the 1-stop itinerary lands at about USD 7,223 (range 6,670 to 9,248) and the nonstop version at about USD 8,276, against a firm USD 7,000 ceiling.

The researched itinerary is Tokyo (Dec 24-28), Kyoto (Dec 28-Jan 3, with Nara and Osaka as day trips) and Tokyo again (Jan 3-5), flying San Francisco to Haneda. On exact dates Skyscanner priced the cheapest sensible round trip for two at USD 4,123 (1 stop via Los Angeles, 19h55 out) and the cheapest nonstop at USD 5,072 (Japan Airlines). Hotels rendered at USD 1,145 for 12 nights in 8-rated business hotels (USD 1,041 on the 1-stop plan, which skips the Dec 24 night because the flight lands on Dec 25), and the remaining lines are estimates with ranges. https://www.skyscanner.com/transport/flights/sfo/hnd/261223/270105/?currency=USD · https://www.booking.com/searchresults.html?checkin=2026-12-24&checkout=2026-12-28&group_adults=2&no_rooms=1&selected_currency=USD · https://www.booking.com/searchresults.html?checkin=2026-12-28&checkout=2027-01-03&group_adults=2&no_rooms=1&selected_currency=USD · https://www.booking.com/searchresults.html?checkin=2027-01-03&checkout=2027-01-05&group_adults=2&no_rooms=1&selected_currency=USD

Only the 1-stop version can get under the user-attested USD 7,000 ceiling, and only in its low case (USD 6,670). The nonstop version fails even its low case (USD 7,724). The verdict is therefore conditional: the destination is excellent, the airfare in a New Year week is the blocker, and the fare could be hard to hold because aggregator totals were not reproduced airline-direct. Eligibility for the eVISA route also depends on each traveler's US visa category, which is not recorded. https://www.skyscanner.com/transport/flights/sfo/hnd/261223/270105/?currency=USD · https://www.united.com/en/us/fsr/choose-flights

Entry and transit

An Indian passport needs a Japanese visa. For travelers with a valid US visa who live in the San Francisco consular area, the JAPAN eVISA is the online route, with a published minimum of 5 business days and no expedite.

The Ministry of Foreign Affairs eVISA page (current; the separate processing-time page is dated December 5, 2022) says Indian nationals are not visa-exempt and that applicants who legally reside in the United States can apply online for a single-entry tourism visa of up to 90 days. The fee was revised to JPY 15,000 effective July 1, 2026, paid online by credit card. The visa is issued electronically (no sticker) and must be shown on a phone at airline check-in. https://www.evisa.mofa.go.jp/index

The San Francisco consulate page (dated 2026-07-20) narrows eligibility: a valid US visa or a green card, and explicitly NOT a temporary visitor such as ESTA or B1/B2 holders, residence in its jurisdiction and tourism-only purpose. Processing takes at least 5 business days counted from the next business day after a complete application, the office offers no expedite, and applications can open up to 3 months before travel (already open). MOFA warns problem applications can take over a month. https://www.sf.us.emb-japan.go.jp/itpr_en/evisa.html · https://www.mofa.go.jp/j_info/visit/visa/procedure/day.html

Transit: the nonstop route has none and the 1-stop route connects in Los Angeles, so no third-country transit requirement applies. US re-entry (valid US visa stamps through Jan 5) and remote-work permission are user-attested and treated as gates, not verified facts. The visa category of each traveler is not recorded anywhere in the trip settings, so the eVISA route is conditional on both travelers holding a non-B1/B2 US visa or a green card; otherwise the paper application at the consulate applies and takes longer. https://www.sf.us.emb-japan.go.jp/itpr_en/evisa.html

Climate and weather

Late December to early January is cold, dry and sunny in Tokyo and Kyoto: highs of 9-12 C, lows of 1-4 C and about 6-8 rain days a month. Snow is rare and this is not a snow trip; Hakone is the best bet for a clear Mount Fuji.

Japan Meteorological Agency normals (1991-2020, via Wikipedia tables): Tokyo December mean high 12.0 C and low 3.8 C with 57.9 mm of rain over 5.8 days; January 9.8 C and 1.2 C, 59.7 mm over 5.3 days and 4 cm of snow. Kyoto December 11.6 C and 3.5 C, 57.3 mm over 8.2 days; January 9.1 C and 1.5 C, 53.3 mm over 8.1 days and 5 cm of snow, with about 134 hours of sunshine in December. https://en.wikipedia.org/wiki/Tokyo · https://en.wikipedia.org/wiki/Kyoto

Guides describe the region as crisp and dry in December with the best odds of a clear Mount Fuji, and note that Tokyo, Kyoto and Osaka rarely see snow; for snow scenery one has to go north or to the Sea of Japan side. That is the winter-scenery trade this itinerary makes: illuminations, shrine fires and temple gardens rather than snow. https://selfguidejapan.com/blog/japan-in-december-2026 · https://www.japanprep.com/seasons/japan-in-december/

Experiences and closures

The itinerary is built around what stays open at New Year: shrines, temples, parks, observation decks, department-store districts and chain restaurants, while museums and many independent restaurants close.

Japan-guide states that temples and shrines do not close at New Year, but many tourist attractions, shops and restaurants close on one or more days between December 29 and January 4, especially January 1; museums typically close for multiple days. Its 2026/2027 note expects the travel peak December 29-31 (leaving the big cities) and January 2-4, especially January 3 (returning), which is why the January 3 Shinkansen is the riskiest day of the trip. https://www.japan-guide.com/e/e2276.html

Kyoto specifics: the Ninomaru Palace at Nijo Castle is closed December 26 to January 3 (japan-guide), the Chion-in New Year's Eve bell is now ticketed (JPY 3,000 per person, advance application, in the 2025-26 season), and Okera Mairi at Yasaka Shrine runs about 19:30 on Dec 31 to about 05:00 on Jan 1. Komachi, who spent New Year in Kyoto, found shops open on the 30th, closing before 6 PM on the 31st and mostly shut on Jan 1 away from Kawaramachi and Kiyamachi. https://www.japan-guide.com/e/e3918.html · https://watabi.org/en/articles/kyoto-new-year-guide · https://note.com/note_akomachi/n/n248979f0f414 · https://www.chion-in.or.jp/en/event/event/642/

Tokyo specifics: Tokyo Skytree and the Shibuya Sky deck stay open (Skytree has no closing days; Shibuya Sky is 10:00-22:30), Tsukiji Outer Market is closed Sundays and national holidays and some shops close on New Year days, and the Marunouchi illumination ran to mid-February in the last edition. The Tokyo National Museum is shut December 26-31 per one guide, so museums are deliberately left out. https://www.japan-guide.com/e/e3064.html · https://www.japan-guide.com/e/e3007.html · https://www.japan-guide.com/e/e3021.html · https://www.japanprep.com/seasons/japan-in-december/

Neighborhoods and lodging

Tokyo is split between Nihombashi (next to Tokyo Station for the Shinkansen) and Asakusa (a direct subway ride to Haneda); Kyoto is based near Kyoto Station because every day trip leaves from there.

Booking.com rendered Dec 24-28 Tokyo stays at USD 415-565 for four nights (Comfort Hotel Higashi Nihombashi USD 415 with breakfast, 8.4; APA Higashi Shinjuku USD 525, 8.2), Kyoto Dec 28-Jan 3 at USD 590-1,072 for six nights (Comfort Hotel ERA Horikawagojo USD 637, 8.8; Hotel Gracery Sanjo USD 1,072 in the Kawaramachi heart of town), and Tokyo Jan 3-5 from USD 93 (APA Asakusa Ekimae, 8.4). All have free cancellation. Property-direct pages (APA, Gracery) were blocked or unreachable. On the 1-stop plan the Tokyo stay starts Dec 25 (three nights, about USD 311 derived from the four-night total) because the flight lands at 5:30 AM that day. https://www.booking.com/searchresults.html?checkin=2026-12-24&checkout=2026-12-28&group_adults=2&no_rooms=1&selected_currency=USD · https://www.booking.com/searchresults.html?checkin=2026-12-28&checkout=2027-01-03&group_adults=2&no_rooms=1&selected_currency=USD · https://www.booking.com/searchresults.html?checkin=2027-01-03&checkout=2027-01-05&group_adults=2&no_rooms=1&selected_currency=USD · https://www.apahotel.com/en/hotel/tokyo/higashishinjuku-kabukicho-tower/

Why Kyoto Station area: Fushimi Inari is 5 minutes and JPY 150 away on the JR Nara Line, and Nara, Osaka and Arashiyama are all one JR ride, so the base fits the day-trip plan; the cost is a longer bus or subway hop to Gion. Hotel Gracery Sanjo (USD 179 a night) would put Nishiki Market, Gion and the open Kawaramachi-Kiyamachi restaurants on foot at New Year, worth about USD 435 extra if the ceiling ever loosens. https://www.japan-guide.com/e/e3915.html · https://www.booking.com/searchresults.html?checkin=2026-12-28&checkout=2027-01-03&group_adults=2&no_rooms=1&selected_currency=USD

Transport and travel fatigue

Flying time is the fatigue story: nonstop is 11h30 out and 9h35 back; the cheap 1-stop is 19h55 out and 15h20 back. On the ground, Tokyo-Kyoto by Nozomi is about 2h15 and a Shinkansen reserved seat is JPY 13,970-14,170.

Skyscanner shows SFO to HND nonstop on JAL (12:50 PM departure), United (10:20 AM) and ANA, but no nonstop from OAK or SJC, so SFO is the origin. United's own site lists the Dec 23 SFO-NRT nonstop at USD 2,995 one way for two with 2 checked bags per traveler included; no round-trip total was reached. The 1-stop itineraries via LAX leave late afternoon and arrive about 5:30 AM two calendar days later because the route crosses the date line, which shortens usable time on the ground. A regular-season Nozomi reserved seat is JPY 13,970 via SmartEX or JPY 14,170 at a station; during peak periods Nozomi has no non-reserved cars, so a reservation is needed. Reserved seats go on sale one month ahead at 10:00, and the peak return day is January 3. Haneda connects to Asakusa and Nihombashi on the Keikyu through-service onto the Toei Asakusa Line without a transfer (about 50 minutes) and to Shinagawa in about 15 minutes for roughly JPY 327. https://todolist-japan.com/en/tokyo-to-kyoto-by-shinkansen/ · https://japantrain.net/guide/tokyo-kyoto-shinkansen-price · https://breezejapan.com/japan-new-year-travel/ · https://www.tokyotourism.org/haneda-airport-to-tokyo/

Daily pace: one-bag days of 3-5 km walking with rail hops; the Dec 31 night is the main exception because subway and buses do not run all night and only the Keihan line does, so the walk or taxi back from Gion is planned in advance. https://watabi.org/en/articles/kyoto-new-year-guide

Budget and value

Expected total USD 7,223 for the 1-stop version (low 6,670, high 9,248) and USD 8,276 for the nonstop (low 7,724, high 9,798), where the USD 6,000 figure is only the target in the trip settings (not a limit) and the user-attested firm ceiling is USD 7,000.

Observed (aggregator): flights USD 4,123 (1-stop) or 5,072 (nonstop) and hotels USD 1,041 (1-stop plan, partly derived) or 1,145 (nonstop plan), together about USD 5,164 or 6,217 of the total. Derived or estimated: meals 955 (24 person-days at JPY 6,300, USD 39.80), local and intercity rail 587, activities 87 (most sights are free), the JAPAN eVISA fee 190 plus a USD 200 reserve, and about USD 40 of accommodation tax (JPY 3,400-7,200 estimated). The four extra Dec 19-23 hotel nights of the earlier window are not rendered; at the observed Tokyo rate of about USD 104 a night they would add roughly USD 415 (derived). Admissions for the Tenryu-ji garden and Osaka Castle tower were not captured (high case only). Exchange rate USD/JPY 158.31 (reference mid-market, 2026-10-14). https://www.skyscanner.com/transport/flights/sfo/hnd/261223/270105/?currency=USD · https://www.booking.com/searchresults.html?checkin=2026-12-28&checkout=2027-01-03&group_adults=2&no_rooms=1&selected_currency=USD · https://hontojapan.com/ichiran-price/ · https://todolist-japan.com/en/tokyo-to-kyoto-by-shinkansen/ · https://open.er-api.com/v6/latest/USD

Value verdict: inside Japan the daily cost is low (about USD 80 a day for two on food, USD 47-107 a night for rooms), so the flight is where the money goes. Against Turkey, Vietnam or other dossiers it can only be compared after all destinations are complete; against its own nonstop alternative it saves USD 1,053 for 8h25 and 5h45 of extra flying and a lost day. https://www.skyscanner.com/transport/flights/sfo/hnd/261223/270105/?currency=USD · https://www.booking.com/searchresults.html?checkin=2026-12-24&checkout=2026-12-28&group_adults=2&no_rooms=1&selected_currency=USD

Sensitivity: the airfare is the swing factor (Dec 19 nonstop airfare alone is USD 6,564 versus USD 5,072 on Dec 23, a USD 1,492 gap); every USD 100 change in the airfare is a 1.4 percent move in the total, while all of meals, transport and activities combined span only about USD 1,000 between the low and high case. https://www.skyscanner.com/transport/flights/sfo/hnd/261219/270105/?currency=USD · https://www.skyscanner.com/transport/flights/sfo/hnd/261223/270105/?currency=USD

Evidence observed: 2026-10-14T11:36:30Z

Risks and cancellation

The main risks are the airfare itself, a missed connection on the 1-stop, a Jan 3 Shinkansen crush, New Year closures and an eVISA that is returned or delayed.

Entry: the eVISA route needs both travelers to hold a valid non-B1/B2 US visa or a green card (category not recorded) and a complete application; incomplete or ineligible ones are returned or cancelled, the consulate does not expedite and does not answer status inquiries, and MOFA says problem cases can exceed a month. No Japan booking should be nonrefundable until both approvals are in hand. https://www.sf.us.emb-japan.go.jp/itpr_en/evisa.html · https://www.mofa.go.jp/j_info/visit/visa/procedure/day.html · https://www.evisa.mofa.go.jp/index

Cancellation: all three hotel rates shown were free-cancellation, but flights were not examined for change terms (airline-direct pages were blocked or incomplete). Weather risks are modest in this season: Hakone fog or ropeway closures, a cold rain day in Kyoto, and a small chance of a few centimeters of snow. https://www.booking.com/searchresults.html?checkin=2026-12-28&checkout=2027-01-03&group_adults=2&no_rooms=1&selected_currency=USD · https://www.skyscanner.com/transport/flights/sfo/hnd/261223/270105/?currency=USD

Who should not choose this: anyone who dislikes crowds, long flights or planned days that include 3 million people at a shrine (Meiji Jingu draws about 3.1 million over three days, per Breeze Japan); anyone who needs museums and fine dining open every day between Dec 29 and Jan 3; anyone chasing snow. https://breezejapan.com/japan-new-year-travel/ · https://www.japan-guide.com/e/e2276.html

Evidence observed: 2026-10-14T11:36:30Z

Alternatives and pushback

The strongest competing itinerary is the same Tokyo-Kyoto-Tokyo trip on the JAL nonstop (USD 8,276); the other alternatives are a Dec 19 departure (nonstop airfare USD 6,564) and flying from OAK or SJC.

Nonstop JAL: arrives Dec 24 at 5:20 PM and returns Jan 5 at 10:30 AM, a much better trip, but USD 1,053 more and over the ceiling even at the low case (USD 7,724). It becomes attractive only if the user raises the ceiling or a nonstop fare under about USD 4,300 appears on the same dates. https://www.skyscanner.com/transport/flights/sfo/hnd/261223/270105/?currency=USD

Dec 19 window (air reference only; its four extra hotel nights are derived, about USD 415, not rendered): the exact-date search for Dec 19-Jan 5 priced nonstop JAL at USD 6,564 (USD 1,492 more than Dec 23) and the cheapest 1-stop at about USD 5,562 (USD 1,439 more than the Dec 23 1-stop), plus four more hotel nights; it is not recommended. Tokyo Narita appears only inside the Tokyo-any searches and United's one-way NRT listing, and a KIX open-jaw was not priced. OAK has no nonstop; its cheapest 1-stop is USD 4,768 with a 17h01 outbound (about 2h54 faster than the SFO 1-stop but USD 645 more). SJC has no nonstop and its cheapest 1-stop is USD 5,308. SFO is the cheapest and the only origin with a nonstop, so it is preferred, not strictly dominant. https://www.skyscanner.com/transport/flights/sfo/hnd/261219/270105/?currency=USD · https://www.skyscanner.com/transport/flights/oak/tyoa/261223/270105/?currency=USD · https://www.skyscanner.com/transport/flights/sjc/tyoa/261223/270105/?currency=USD

Pushback on the whole idea: Japan in a New Year week is not a value destination on airfare, the sights are free but half the independent restaurants are shut, and the cheapest flight costs a lost day. A user who values snow or beaches over food and temples should look at other dossiers instead. https://www.japan-guide.com/e/e2276.html · https://www.japanprep.com/seasons/japan-in-december/

Provisional Itinerary

Itinerary follows Option 1: Japan.

  1. Day 1 · 2026-12-23 · San Francisco to Los Angeles

Leave home in the morning, check in at SFO for the 4:35 PM ANA/United departure to Haneda via Los Angeles. Eat a real meal before boarding; the next 20 hours are airline food.

Departure day; the 1-stop route leaves at 4:35 PM and crosses the date line, so no sightseeing is possible.

Lodging: No lodging tonight (overnight flight); the Tokyo hotel starts Dec 25.

Transfer: Home to SFO by car or BART (not priced); SFO-LAX-HND ticket USD 4,123 for two.

Weather alternative: If SFO is fogged in and the LAX connection is at risk, ask the airline at check-in to rebook the whole ticket on a later same-day flight; do not self-transfer.

  2. Day 2 · 2026-12-24 · In transit over the Pacific

A full day lost to the date line: the LAX-HND leg is overnight and the plane arrives at 5:30 AM on Dec 25. Sleep when the cabin lights are off and drink water.

Transit day: the ticket spends Dec 24 in the air, arriving at HND at 5:30 AM on Dec 25.

Lodging: No lodging tonight (in the air); Comfort Hotel Tokyo Higashi Nihombashi starts Dec 25.

Transfer: In flight; total outbound elapsed 19h55 as listed by Skyscanner.

Weather alternative: Not applicable in flight; if the flight diverts, rebook through the airline, not a third party.

  3. Day 3 · 2026-12-25 · Tokyo (Nihombashi, Tsukiji, Asakusa)

Land at 5:30 AM, clear immigration, show the eVISA notice on the phone and take the Keikyu line through to the Asakusa subway line to Nihombashi (about 50 minutes, about JPY 650 each). Drop bags at the hotel (early check-in is not confirmed, so plan on luggage storage), then ride a few stops to Tsukiji Outer Market for a sushi or tamagoyaki breakfast when stalls are open. Back to the hotel for a nap when the room is ready (normally afternoon), then an easy late afternoon at Senso-ji while it is lit.

    Tsukiji Outer Market

Why it matters: The lane-and-stall district beside the former Tsukiji wholesale market, which moved to Toyosu in 2018; the outer market stayed and sells seafood, produce and knives.

Why this visit: Breakfast here is the fastest way to start eating in Tokyo after a dawn arrival, and the shops are 5:00-14:00 on a Friday.

Time: 1.5 hours. Most shops typically 5:00-14:00, closed Sundays and national holidays and some Wednesdays; confirm New Year closures later in the trip. Take the Hibiya line to Tsukiji Station.

Cost basis: Free to enter; a seafood breakfast roughly JPY 1,500-3,000 per person (counted in meals).

    Senso-ji Temple and Nakamise

Why it matters: Tokyo's oldest temple, completed in 645 according to the legend of the Kannon statue found in the Sumida River; Asakusa Kannon.

Why this visit: The best gentle first-afternoon walk: central, free, atmospheric, and already part of the final-night base.

Time: 2 hours. Temple grounds always open; main hall 6:30-17:00 from October to March; Ginza Line to Asakusa.

    Cost basis: Free.

Lodging: Comfort Hotel Tokyo Higashi Nihombashi (3 nights Dec 25-28, about USD 311 derived)

Transfer: HND to Nihombashi about 50 minutes on the Keikyu/Toei Asakusa through-service (about JPY 650 per person, USD 8 for two); Tsukiji by subway about JPY 180.

Weather alternative: In rain the Tsukiji lanes are covered in parts; swap Senso-ji for the covered Nakamise arcade and Asakusa shopping streets.

  4. Day 4 · 2026-12-26 · Tokyo (Harajuku, Shibuya)

A forested walk first: Meiji Jingu from the Harajuku entrance through the cedar torii, past the sake barrels, then a coffee in Harajuku. In the afternoon go to Shibuya for the crossing and ride to Shibuya Sky for sunset and the first lit-city view, ending with dinner in the streets under the Yamanote tracks.

    Meiji Jingu

Why it matters: The 1920 shrine dedicated to Emperor Meiji and Empress Shoken, set in a forest beside Harajuku Station; roughly 3.1 million people come at New Year.

Why this visit: A quiet, free forest in the middle of the capital, best visited before the New Year crowds that fill it on Dec 31 to Jan 3.

Time: 2 hours. Open sunrise to sunset every day; Harajuku Station on the JR Yamanote Line.

    Cost basis: Free.

    Shibuya Sky at Scramble Square

Why it matters: The 230 m rooftop observation deck opened in 2019 above Shibuya Station, with an open-air deck.

Why this visit: The cleanest view of Tokyo in the cold dry air at sunset, and Fuji can show on clear days.

Time: 1.5 hours. Observation deck 10:00-22:30, entry until 21:20; book a sunset slot online ahead (price listed as JPY 2,700 online, higher on site).

Cost basis: JPY 2,700 per person online (about USD 17).

Lodging: Comfort Hotel Tokyo Higashi Nihombashi (USD 415 for Dec 24-28)

Transfer: Nihombashi to Harajuku about 30 minutes by subway and JR (about JPY 300); Harajuku to Shibuya one stop.

Weather alternative: If it rains, swap Meiji Jingu for the covered Shibuya Station and Hikarie food halls and book the Shibuya Sky slot for the clearest evening.

  5. Day 5 · 2026-12-27 · Hakone day trip from Tokyo

Take the Odakyu line from Shinjuku using the Hakone Freepass, ride the ropeway over Owakudani's volcanic steam vents, cross Lake Ashi by the sightseeing boat and keep an eye out for Mount Fuji on the horizon. Eat a quiet lunch in Moto-Hakone and return the same evening.

    Hakone Ropeway and Owakudani

Why it matters: The ropeway connects Sounzan and Togendai via Owakudani, a volcanic valley of sulfur vents in Fuji-Hakone-Izu National Park.

Why this visit: It is the most dramatic winter scenery within a day of Tokyo and the cleanest chance at a Fuji view in December.

Time: 3 hours. Covered by the Hakone Freepass; check operating status that morning because wind and volcanic gas can close it.

Cost basis: Included in the Freepass (JPY 7,100 per person, counted in transport).

    Lake Ashi cruise and Moto-Hakone

Why it matters: Lake Ashinoko is a caldera lake famous for its view of Mount Fuji; sightseeing boats run between Togendai and Moto-Hakone.

Why this visit: It finishes the Hakone loop on the water and is the classic Fuji-and-torii shoreline.

Time: 2 hours. Boat covered by the Freepass; the full loop at separate prices would be about JPY 3,700 per person for ropeway plus cruise.

Cost basis: Included in the Freepass.

Lodging: Comfort Hotel Tokyo Higashi Nihombashi (USD 415 for Dec 24-28)

Transfer: Nihombashi to Shinjuku about 25 minutes, then Odakyu to Hakone-Yumoto roughly 1.5-2 hours depending on the train (about JPY 7,100 per person for the 2-day Freepass from Shinjuku covering train, ropeway, bus and boat).

Weather alternative: If fog or wind closes the ropeway, take the Hakone Tozan railway and the bus to the lake and add a hot-spring day-use bath instead; if Fuji is hidden, shorten the day.

  6. Day 6 · 2026-12-28 · Tokyo to Kyoto

Check out, ride the subway one stop to Tokyo Station and take a morning Nozomi to Kyoto (about 2h15). Drop bags at the hotel, then go up to Kiyomizu-dera in the late afternoon for the wooden stage and the city view at dusk, and walk down through Sannenzaka to Yasaka Shrine and Gion for dinner. Nijo Castle is skipped because its Ninomaru Palace is closed from December 26.

    Kiyomizu-dera

Why it matters: Founded in 780 on the Otowa Waterfall in the hills east of Kyoto, a UNESCO World Heritage Site famed for its 13 m wooden stage built without nails.

Why this visit: It is the quintessential Kyoto sight and a good first-evening visit after the train, with long views of the city at dusk.

Time: 2 hours. Open 6:00-18:00 (until 21:30 during special evening illuminations, autumn ones are Nov 21-30 only), 500 yen admission; 10-minute uphill walk from the bus stop.

Cost basis: JPY 500 per person.

    Yasaka Shrine and Gion

Why it matters: Founded over 1,350 years ago between Gion and Higashiyama, with a dance stage hung with hundreds of lanterns lit in the evening.

Why this visit: A free, always-open shrine that is also the site of Okera Mairi on Dec 31, so it is worth knowing the layout beforehand.

Time: 1 hour. Always open, no admission; 10-minute walk down from Kiyomizu-dera through Higashiyama.

    Cost basis: Free.

Lodging: Comfort Hotel ERA Kyoto Horikawagojo (USD 637 for Dec 28-Jan 3)

Transfer: Tokyo Station to Kyoto Station by Nozomi about 2h15, reserved seat about JPY 14,170 per person; Kyoto Station to Gojo-zaka by bus 206 about 15 minutes, JPY 230.

Weather alternative: In rain keep Kiyomizu-dera (covered halls) but skip the Sannenzaka walk and go straight to Kyoto Station area restaurants.

  7. Day 7 · 2026-12-29 · Kyoto (Arashiyama, Fushimi Inari)

Take the JR Sagano line west to Arashiyama early to walk the bamboo groves and Tenryu-ji before the tour groups, then cross the Togetsukyo bridge. Return to Kyoto Station area for lunch, then ride 5 minutes south to Fushimi Inari for a late-afternoon walk up the torii trail, stopping at the first lookout as the light drops.

    Arashiyama bamboo groves and Tenryu-ji

Why it matters: A western Kyoto district popular since the Heian period with Togetsukyo bridge, Tenryu-ji Temple and its famous bamboo groves.

Why this visit: The classic Kyoto nature walk and a gentle contrast to the shrine days.

Time: 3 hours. Bamboo paths free and open; early morning avoids crowds; rental bicycles about JPY 1,000 near the stations.

Cost basis: Bamboo free; temple admissions not captured (Tenryu-ji garden fee is extra).

    Fushimi Inari Taisha

Why it matters: The head shrine of Inari, god of rice, with thousands of vermilion torii gates winding up Mount Inari; origins predate the move of the capital to Kyoto in 794.

Why this visit: Free, always open, and better in the late afternoon than at midday; the torii tunnel is the image of Kyoto.

Time: 2 hours. Always open, no admission; 2-3 hours to the summit and back, or stop at the first lookout in 45 minutes.

    Cost basis: Free.

Lodging: Comfort Hotel ERA Kyoto Horikawagojo (USD 637 for Dec 28-Jan 3)

Transfer: Kyoto Station to Saga-Arashiyama about 15 minutes by JR, then back; Kyoto Station to Inari 5 minutes, JPY 150.

Weather alternative: Rain suits Arashiyama's temples and cafes; for Fushimi Inari use a hooded rain jacket and stay below the Yotsutsuji lookout.

  8. Day 8 · 2026-12-30 · Nara day trip and Kyoto Nishiki Market

Take a morning JR train to Nara, walk through Nara Park with the deer and visit Todai-ji and the Great Buddha Hall, then Kasuga Taisha shrine's lantern-lined approach. Return to Kyoto by mid-afternoon and spend the evening at Nishiki Market, which Komachi found crowded but fully open on Dec 30.

    Todai-ji and Nara Park

Why it matters: Built in 752 as the head temple of all provincial temples; the Daibutsuden houses a 15 m bronze Buddha and was long the largest wooden building in the world.

Why this visit: The grandest Buddha in Japan sits beside free-roaming deer in a free park, an easy half-day from Kyoto.

Time: 3.5 hours. Daibutsuden 8:00-17:00 from November to March, 800 yen; Nara Park always open; deer-cracker vendors in the park.

Cost basis: JPY 800 per person (Daibutsuden).

    Nishiki Market

Why it matters: Kyoto's food street, now mostly geared to visitors; Komachi found almost everyone there was a tourist and the shops open on Dec 30 and until at least 4 PM on Dec 31.

Why this visit: A good place to buy Kyoto pickles and snacks for the closed days ahead, and to eat standing lunch.

Time: 1.5 hours. Shops typically 10:00-17:00; buy perishables early because favorite shops sell out on the 31st.

Cost basis: Free to enter; snacks counted in meals.

Lodging: Comfort Hotel ERA Kyoto Horikawagojo (USD 637 for Dec 28-Jan 3)

Transfer: Kyoto Station to Nara about 45 minutes by JR rapid (about JPY 720 each way, estimate); Nara Park is a 45-minute walk or short bus from JR Nara Station.

Weather alternative: In rain, keep Todai-ji (indoors) and drop the Kasuga walk; Nishiki Market is a covered arcade.

  9. Day 9 · 2026-12-31 · Kyoto (Kinkaku-ji, Gion at midnight)

A late-morning Kinkaku-ji visit for the golden pavilion in winter light, then lunch and an early Toshikoshi soba before shops close around 6 PM. Return to the hotel for a rest, and head to Yasaka Shrine at about 19:30 for Okera Mairi, carrying the lit rope home as Kyoto tradition says, then use the Keihan line or a taxi for the return because buses and the subway stop at their normal last service.

    Kinkaku-ji (Golden Pavilion)

Why it matters: A Zen temple whose top two floors are covered in gold leaf, the former retirement villa of shogun Ashikaga Yoshimitsu; the current building was rebuilt in 1955.

Why this visit: It is the most photographed temple in Kyoto and takes only 15-45 minutes, leaving the day open for New Year preparations.

Time: 1 hour. Open 9:00-17:00, 500 yen; Kyoto City Bus 205 or subway to Kitaoji.

Cost basis: JPY 500 per person.

    Okera Mairi at Yasaka Shrine

Why it matters: A New Year's Eve ritual at Yasaka (Gion) Shrine, running about 19:30 on Dec 31 to about 05:00 on Jan 1, where visitors carry home a flame or rope.

Why this visit: It is the Kyoto New Year experience that remains free and walk-up after Chion-in's bell turned into a ticketed event.

Time: 1.5 hours. No tickets; ready-made rope about JPY 1,000; the subway and buses do not run all night, only the Keihan line.

Cost basis: Free (optional rope about JPY 1,000).

Lodging: Comfort Hotel ERA Kyoto Horikawagojo (USD 637 for Dec 28-Jan 3)

Transfer: Kyoto Station to Kinkaku-ji by Karasuma subway to Kitaoji then bus, about 40 minutes (JPY 230 bus); Gion to the hotel by Keihan or taxi (not priced).

Weather alternative: In rain, shorten Kinkaku-ji to 30 minutes and spend the evening indoors at the hotel, joining Okera Mairi only if dry.

  10. Day 10 · 2027-01-01 · Kyoto (Gion, Kawaramachi)

Sleep late after the midnight. Around mid-morning go back to Gion for hatsumode, the year's first shrine visit, with food stalls and queues; then lunch at the open noodle shops and chains along Kawaramachi and Kiyamachi because individual shops on side streets are mostly shut. End with a quiet evening and an early night.

    Hatsumode at Yasaka Shrine

Why it matters: The first shrine visit of the year, held at practically every shrine and temple; popular ones draw over a million people across the first days.

Why this visit: A tradition worth seeing once; Yasaka is walkable from Gion and less extreme than Fushimi Inari.

Time: 1.5 hours. Shrine always open; expect queues of an hour at the biggest shrines on Jan 1; Jan 2-3 queues are shorter.

Cost basis: Free (optional charm or omikuji about JPY 100-1,000).

    Kawaramachi and Kiyamachi dining

Why it matters: The main commercial strip of central Kyoto, where chain restaurants, noodle shops and bars stay open when side-street shops close.

Why this visit: On Jan 1 most of Kyoto is shut; this is where Komachi found food, so plan lunch here rather than hunting.

Time: 2 hours. Open mostly chains and noodle shops on Jan 1; department stores are typically closed Jan 1 and reopen Jan 2-3.

Cost basis: Free (meals counted in meals).

Lodging: Comfort Hotel ERA Kyoto Horikawagojo (USD 637 for Dec 28-Jan 3)

Transfer: Kyoto Station to Gion about 20 minutes by bus (JPY 230) or taxi; walk Gion to Kawaramachi in 15 minutes.

Weather alternative: In rain, put the hatsumode visit at the shortest line time and spend the afternoon in a covered Kawaramachi arcade.

  11. Day 11 · 2027-01-02 · Osaka day trip from Kyoto

Take a JR rapid train to Osaka (about 30 minutes) for Osaka Castle in the morning and Dotonbori in the evening, with a stop for takoyaki and okonomiyaki. Department stores and lucky-bag sales typically reopen Jan 2-3. Return to Kyoto before the last trains.

    Osaka Castle

Why it matters: The large reconstructed castle that Toyotomi Hideyoshi built in the 16th century as his seat when he chose Osaka.

Why this visit: A big open park and skyline landmark; Osaka is the food city partner to Kyoto's quiet.

Time: 2 hours. Check New Year opening for the tower before going (typical Dec 28 to Jan 1 closures; Jan 2 hours unverified); the castle grounds are open.

Cost basis: Grounds free; tower admission not captured.

    Dotonbori

Why it matters: Osaka's loud, bright canal-side strip of neon signs, street food stalls and photo spots.

Why this visit: A very different night from Kyoto: takoyaki, okonomiyaki and crowds on a Saturday night, good for the evening when Kyoto side streets are quiet.

Time: 2.5 hours. Open all evening; many stalls open at New Year.

Cost basis: Free (food counted in meals).

Lodging: Comfort Hotel ERA Kyoto Horikawagojo (USD 637 for Dec 28-Jan 3)

Transfer: Kyoto Station to Osaka Station about 30 minutes by JR Special Rapid (about JPY 580, estimate); Osaka Castle by JR loop line then 15-minute walk.

Weather alternative: In rain, spend more of the day at Dotonbori and Kuromon market arcades and skip the castle grounds.

  12. Day 12 · 2027-01-03 · Kyoto to Tokyo (Asakusa, Marunouchi)

Take the earliest reserved Nozomi to Tokyo, expected to be the busiest return day of the holiday. Drop bags at the Asakusa hotel, then spend the afternoon at Senso-ji, where hatsumode lines are shorter than on Jan 1, and finish with the Marunouchi illumination near Tokyo Station after dark.

    Senso-ji during hatsumode week

Why it matters: The temple that draws large crowds in the first days of the year, in the district where the final nights are based.

Why this visit: Jan 3 is the day lines are shorter than Jan 1 and you arrive in the middle of the festive atmosphere.

Time: 1.5 hours. Grounds open 24 hours; main hall 6:30-17:00; plan late afternoon.

    Cost basis: Free.

    Marunouchi illumination

Why it matters: About 250 trees on the 1.2 km Nakadori boulevard beside Tokyo Station lit champagne gold; the 2025 edition ran November 13 to February 15, lit 16:00-23:00.

Why this visit: A free evening that fits a train-arrival day and keeps the holiday glow after Christmas.

Time: 1 hour. Dates for this winter should be confirmed; Marunouchi is a short walk from Tokyo Station.

    Cost basis: Free.

Lodging: APA Hotel Asakusa Ekimae (USD 93 for Jan 3-5)

Transfer: Kyoto Station to Tokyo Station about 2h15 by Nozomi, about JPY 14,170 per person; Tokyo Station to Asakusa by subway about 25 minutes (about JPY 210).

Weather alternative: If trains are sold out, take a Hikari or move the transfer to Jan 2 evening (rebook the Kyoto room). In rain, move Senso-ji to Jan 4 and keep Marunouchi.

  13. Day 13 · 2027-01-04 · Tokyo (Skytree, Tsukiji)

A slow day: ride to Oshiage for Tokyo Skytree's 350 m deck at a clear time, then walk toward the Sumida River and Asakusa. If shops have reopened, go to Tsukiji Outer Market for a late sushi lunch. Pack for the flight in the evening.

    Tokyo Skytree

Why it matters: At 634 m the tallest structure in Japan, with two observation decks at 350 m and 450 m, the highest in Japan.

Why this visit: A big-picture view of Tokyo and Fuji on clear days that closes the loop before the flight.

Time: 2 hours. Open 10:00-22:00 (from 9:00 on Sundays and national holidays), no closing days; same-day tickets at the 4th floor counter; busy days sell out.

Cost basis: JPY 2,400 per person for the first observatory on a weekday (JPY 3,500 for both observatories).

    Tsukiji Outer Market (second visit)

Why it matters: The outer market stayed open when the wholesale market moved to Toyosu in 2018.

Why this visit: A last Japan sushi or seafood lunch if shops have reopened after New Year.

Time: 1.5 hours. Most shops 5:00-14:00, closed Sundays, holidays and some Wednesdays; confirm shops have reopened for Jan 4.

Cost basis: Free to enter; meals counted in meals.

Lodging: APA Hotel Asakusa Ekimae (USD 93 for Jan 3-5)

Transfer: Asakusa to Oshiage 5 minutes by subway (about JPY 150); Tsukiji by subway about 25 minutes.

Weather alternative: In cloud or rain, skip the Skytree decks and take Skytree Town shopping and the aquarium; if Tsukiji is shut, eat in Asakusa.

  14. Day 14 · 2027-01-05 · Tokyo (Asakusa) to Haneda to San Francisco

Check out at 10-11 AM, leave bags at the hotel or take them straight to Haneda by the Asakusa-Keikyu through-service (about 50 minutes), and arrive by 4:30 PM for the 7:40 PM departure. Fly HND to LAX to SFO, landing at 6:00 PM Jan 5 because of the date line.

Return day: departure at 7:40 PM from HND and arrival at SFO at 6:00 PM the same calendar day; the morning is left free for checkout and the airport trip.

    Lodging: No lodging tonight.

Transfer: Asakusa to HND about 50 minutes by Toei Asakusa/Keikyu through-service (about JPY 650 per person); return flight 15h20 as listed by Skyscanner.

Weather alternative: If the flight is delayed, rebook through the airline and extend the Tokyo hotel by one night (free cancellation rates observed).

What Travelers Say

Nishiki Market was open and packed on Dec 30, shops closed before 6 PM on New Year's Eve (even soba shops), almost nothing independent was open on Jan 1 away from Kawaramachi and Kiyamachi, and the Chion-in bell is by reservation only. Confirms the closure picture and says to eat early.

Christmas is an ordinary working day, New Year is the shutdown (offices Dec 29-Jan 3), and Meiji Jingu draws about 3.1 million people over three days; the lever for crowds is moving the shrine visit to Jan 2-3 or dawn. Confirms the plan to visit Meiji Jingu on Dec 26 and not on New Year days.

Breeze Japan, breezejapan.com guide, Aug 2026 · source

Chion-in's New Year bell is paid and advance-only, nothing runs all night except Keihan, and Nijo's Ninomaru Palace is closed most of the week; Okera Mairi at Yasaka is the best free alternative. Changes the plan: Chion-in is dropped and Okera Mairi added.

December gives dry sunny cities and the best odds of a clear Fuji, but snow means going north; the Tokyo Christmas markets run to Dec 25 and the real break starts Dec 29. Complicates the winter-scenery goal: Tokyo and Kyoto give illuminations, not snow.

Open Flags

  • Airline-direct totals and bag fees for the 1-stop (USD 4,123) and nonstop (USD 5,072) fares were not reproduced (United's own page showed only one-way fares with two checked bags included); JAL and APA pages returned HTTP 403.
  • NRT arrivals and the faster United 1-stops (SFO 7:00 AM to NRT, 15h55) were not priced as round trips.
  • JAPAN eVISA eligibility depends on each traveler's US visa category (not recorded; B1/B2 and ESTA are excluded), approval is pending and the consulate Checklist PDF was not opened.
  • Early check-in at 5:30 AM Dec 25 is unconfirmed and the 3-night Tokyo price is derived.
  • US re-entry (valid visa stamps through Jan 5) and remote-work permission are user-attested, not verified.
  • New Year opening hours at Osaka Castle, Tsukiji and Skytree for the exact dates are unconfirmed; the Chion-in bell is ticketed for 2026-27 TBD.
  • Chase Travel status is unverified for all four lodging options.
  • source: The headline verdict that only the 1-stop low case stays near the ceiling depends on an unsourced checked-bag assumption. The ANA/United 1-stop row (USD 2,062 per person, USD 4,123 for two) states that prices include taxes and charges but shows no bag inclusion. The draft's own calculation says 'Checked bags are not shown as included for this ANA/United fare.' The low case (USD 6,670) nevertheless assumes two bags per traveler, borrowed from United's nonstop Economy Standard fare (united-direct-oneway-nrt.txt: 2 checked bags included on UA837 nonstop SFO-NRT, one-way, not the 1-stop). The 'flip' threshold of about USD 4,450 is built on the same assumption.
  • source: The closure claim 'closures from several independent 2026 sources' is not supported for Kyoto. The cited kyoto.travel news page is dated 25 Dec 2025, is a prior-season notice, and its rendered text contains no closure dates; the linked closure PDF was not read. Kyoto closure dates for Dec 2026 to Jan 2027 therefore come from japan-guide (Ninomaru Palace Dec 26 to Jan 3) and from a voices source, not from the cited official page.
  • source: Disclosed gaps remain and are accurate but limit confidence: no airline-direct or property-direct totals (JAL and APA returned HTTP 403, ANA is script-only, Hotel Gracery no response); Checklist PDF unopened; the 2026-27 Chion-in bell price is from the 2025-26 season. These must stay visible in the public dossier.
  • consistency: The 1-stop high-case hotel total of 1,788 uses the APA Higashi Shinjuku 4-night price (525) for Tokyo Dec 24-28. The 1-stop plan books no Dec 24 night, because the flight lands at 5:30 AM on Dec 25. The base case derives the Dec 25-28 stay as 3 nights (311.25), so the high case is internally inconsistent. Recomputed high hotel = 1,072 + 393.75 (525 x 3/4) + 141 + 50 = 1,656.75. Corrected 1-stop high total = 4,523 + 1,656.75 + 1,410 + 663 + 175 + 689.5 = 9,117 (not 9,248). Affects draft summary, thesis, dossier rangeUsd and memo.
  • consistency: Low-case activities are misstated. JPY 1,800 per person (500+500+800) is about USD 11.37 per person, or USD 22.7 for two, not 'about 45 for two'. Corrected low activities = 22.7, not 45. This moves the 1-stop low total from 6,670 to about 6,648, and the nonstop low from 7,724 to about 7,701. Both still resolve the ceiling conclusion as stated: the 1-stop low fits, the nonstop does not.
  • consistency: Bag-fee treatment is asymmetric. The 1-stop flight range (4,123 to 4,523) includes a researcher bag scenario of up to USD 400 for two. The nonstop flight has no rangeUsd and no bag exposure. The nonstop high total (9,798) therefore omits the same bag risk. Recomputed nonstop high with a matching +400 bag range = 10,198. The nonstop 'low 7,724' also has no bag-free check against the same basis.
  • consistency: Meal line rounding. unitUsd 39.80 x 24 = 955.20, but the exact conversion of JPY 6,300 per person-day at 158.307574 is 39.796, so 24 person-days = 955.10. The difference is USD 0.10 and does not change the decision, but the calculation says it is 39.80 per person-day, which is not the exact conversion.
  • consistency: Activities high-case conversion is off by about USD 2. JPY 13,700 per person / 158.31 x 2 = about 173.1, not 175. Nonstop 'about 62 percent' airfare share is 5,072 / 8,275.84 = 61.3 percent.
  • consistency: The nonstop threshold 'about USD 4,300' is slightly off. Using the nonstop low basis (other low items about 2,629 to 2,652 once corrected), the flight price that keeps the low case under 7,000 is about 4,348 to 4,371, not 4,300. The 1-stop threshold of about 4,450 is consistent (about 4,452 to 4,475).
  • consistency: The bare-minimum cutoff of about Dec 11 is stated in the memo without the arithmetic. The consulate page requires at least 5 business days after the day following complete submission, and its example includes a holiday period. The draft does not show the holiday adjustment or the fee-payment step. The 30-day buffer to Nov 23 (Dec 23 minus 30 days) is arithmetically correct.
  • consistency: Evidence coverage gap. transport-tokyo-kyoto-fare.txt and new-year-kyoto-official-closures.txt exist in the run folder but are not cited in the sections where their facts appear. This pass did not read them, so the consistency of those claims is unverified.
  • coverage: The decision memo headline and thesis overstate fit with the USD 7,000 ceiling. The headline says 'only the 1-stop fare fits your USD 7,000 ceiling, and only just', but the expected 1-stop total is USD 7,223 (over the ceiling). Only the low case (USD 6,670) fits. The verdict is labeled conditional, but the headline frames it as within budget.
  • coverage: The bag assumption behind the USD 6,670 low case contradicts the cost basis. The low case assumes two checked bags per traveler, citing United's Economy Standard fare. The costBasis for the 1-stop candidate says checked bags are not shown as included for the ANA/United fare. The United evidence bag-inclusion statement applies to the UA 837 nonstop to NRT, not to the SFO-LAX-HND ANA/United 1-stop that the USD 4,123 aggregator figure comes from.
  • coverage: The candidate 1 reason claims the traveler 'arrives at dawn on Dec 25 with a booked room waiting'. The same draft says early check-in is unconfirmed and luggage storage is assumed, so the booked-room claim is unsupported at 5:30 AM.
  • coverage: The United one-way tax figure is ambiguous. The draft describes USD 67 as taxes on the USD 1,464 per-person fare, but the rendered page shows fare USD 2,928 for two plus taxes and fees USD 67, total USD 2,995. The USD 67 is a party total, not per person.
  • coverage: The eVISA 'bare-minimum cutoff about Dec 11' is not derived from the consulate rule. With 5 business days counted from the day after receipt, a complete application submitted Dec 14 is processed by about Dec 21. The Dec 11 figure is conservative but unexplained and needs its counting stated, or it should be removed.
  • coverage: Hashes were not verified. The shell tool was denied, so the draft and evidence SHA-256 values could not be computed by this reviewer. The expected values were not confirmed.
  • coverage: The memo says the 2025 Marunouchi illumination ran Nov 13 to Feb 15 and asks for confirmation. It is still sourced to a 2025 page and should be labeled as prior-year data.
  • opportunities: The Chion-in bell cost and format are cited as the '2025-26 season' (JPY 3,000, advance-only), but the saved official evidence file (new-year-chion-in-official.txt) shows only the Dec 31, 2024 event page with a 10:40 pm start and no price or ticketing terms. The 2026-27 page was not captured.
  • opportunities: The nonstop 'Dec 19 window' comparison is labeled as air-only, but the draft also says its extra four hotel nights are derived (about USD 415) and not rendered. The sensitivity line (USD 6,564 vs 5,072) is consistent with the rendered Skyscanner figure, but the JAL nonstop figure itself is aggregator-only, which the draft already discloses.

Your Action Plan

Resolve high-priority checks before nonrefundable commitments. Verified routing, inclusive prices and eligibility can change the value assessment; changed hours or weather can change the itinerary.

  1. High priority: Confirm US visa category, then file both JAPAN eVISA applications

Why: Entry authorization is a process with a published minimum of 5 business days, no expedite and no status checks, and approval is a gate for every Japan booking.

How to check: First read each traveler's US visa category (the eVISA route excludes B1/B2 and ESTA; a green card or a non-visitor visa qualifies per the consulate page). Then go to https://www.evisa.mofa.go.jp/ and the SF consulate eVISA page (https://www.sf.us.emb-japan.go.jp/itpr_en/evisa.html); read its Checklist; submit one application per traveler with the valid US visa details.

Decision impact: A qualifying visa and approval keep the trip alive; a B1/B2-only traveler, or a returned or slow application, means paper filing at the consulate and could make Dec 23 impossible, in which case drop Japan or move the date. Target filing by Nov 23.

  2. High priority: Reprice the 1-stop and nonstop fares airline-direct with bags

Why: The whole verdict turns on a USD 4,123 aggregator fare that was not reproduced airline-direct (JAL blocked, ANA script-only, United round-trip total not reached) and checked-bag fees for that ANA/United fare are unconfirmed (United's own Pacific Standard fare includes two bags).

How to check: Search SFO-HND Dec 23, return Jan 5, 2 adults on united.com and ana.co.jp (and jal.co.jp in a normal browser), economy with checked bags, read the final total before the payment page without buying.

Decision impact: A 1-stop total with bags at or under about USD 4450 keeps the low case (USD 6,670) under the USD 7,000 ceiling; above that every Japan option is over the ceiling.

  3. High priority: Price the NRT arrival and the faster United 1-stops as round trips

Why: United lists a SFO 7:00 AM to NRT 1-stop at USD 1,217 per person one way and a nonstop SFO-NRT at USD 1,498 per person one way with two checked bags included; neither was priced as a round trip, and Skyscanner was only searched to HND.

How to check: On united.com and Skyscanner search SFO to NRT (or Tokyo any) and SFO-HND with an NRT return, Dec 23 to Jan 5, 2 adults, and read the final total; Narita to central Tokyo costs more and takes longer than Haneda.

Decision impact: A round trip through NRT under about USD 4450 with bags would be a better 1-stop or even a nonstop; the Narita transfer adds about JPY 1,500-3,000 each way (not priced) and 30-60 minutes.

  4. High priority: Decide whether the 19h55 outbound leg is acceptable

Why: The only affordable routing arrives at 5:30 AM on Dec 25 after a connection through Los Angeles and returns on a 15h20 leg.

How to check: Review the exact flights on Skyscanner and the airline; confirm connection time and the checked bags through to HND.

Decision impact: If not acceptable the nonstop option is USD 8,276 (over the ceiling), so the right answer becomes another destination.

  5. Medium priority: Ask Comfort Hotel Higashi Nihombashi about early check-in and luggage storage for 5:30 AM Dec 25

Why: The 1-stop lands at 5:30 AM and the plan books from Dec 25; no rendered page confirmed early check-in.

How to check: Message the property through Booking.com or its own contact page.

Decision impact: If early check-in is refused and the wait is unacceptable, add the Dec 24 night (about USD 104), which is already inside the high case.

  6. Medium priority: Reserve Shinkansen seats for Dec 28 and Jan 3

Why: Jan 3 is expected to be the peak return day and Nozomi has no non-reserved cars in peak periods; seats go on sale one month ahead at 10:00.

How to check: Use SmartEX or JR Central at 10:00 JST on Nov 28 for Dec 28 and Dec 3 for Jan 3.

Decision impact: If Jan 3 is sold out, move the return to Jan 2 evening or take a Hikari; the Kyoto room rate is free-cancellation so shifting is cheap.

  7. Medium priority: Decide on the New Year bell

Why: Chion-in's bell is advance-ticketed (JPY 3,000 per person in the 2025-26 season, online applications opened on Dec 1 and sold out); the 2026-27 page is not yet posted.

How to check: Check the Chion-in event page in early December (https://www.chion-in.or.jp/en/event/event/642/) and, if sold out, use Okera Mairi at Yasaka.

Decision impact: A ticket adds about USD 38 for two and fixes Dec 31 evening; no ticket keeps the free Okera Mairi plan.

  8. Medium priority: Check the Chase Travel portal for the four stays

Why: The public Chase pages name no Japan property; the portal needs the user's login.

How to check: Search each property in the Chase Travel portal while signed in and read its Edit/portal flag.

Decision impact: A match is upside only: no benefit is netted out and a clearly better stay is not displaced; no match changes nothing.

  9. Low priority: Check venue calendars for Jan 2-4

Why: Osaka Castle, Tsukiji and Skytree hours at New Year were not confirmed for this exact year.

How to check: Open each venue's own calendar in December and the Kyoto City closures PDF (https://kyoto.travel/en/news/new-year-closures/).

Decision impact: A closed venue swaps to its weather alternative; none affects cost.
