Lapland in Christmas week works as a trip but costs about $15,000 for two, so I would not choose it under your USD 7,000 ceiling.

My recommendation

I would not take this trip. The version that keeps both flights under 24 hours costs about $14,961 for the two of you, with a plausible range of $10,657 to $17,391. Even the cheapest fare I could find combined with the cheapest lodging comes to about $10,054. That is more than USD 7,000 in every case I priced, and you told me the ceiling is firm.

Entry is also a task: Finland requires a Schengen visa for Indian passport holders, even with a valid US visa. The Finnish foreign ministry publishes a maximum processing time of 15 days, which fits today's calendar, so the visa is not what rules this trip out. The price is.

The one thing that would flip it is a fare near $3,200 for two with both directions under 24 hours, plus 12 nights for about $2,500. I saw nothing within a factor of two of that.

Why this trip fits the two of you

You listed food and culture first, then beach, winter scenery, nature and value. Lapland gives you winter scenery and nature better than almost anywhere, and it gives you no beach at all. Food and culture is modest: Ville Laukkanen's food guide at Lapland Trip Planner puts lunch buffets at EUR 12-16 and restaurant dinner mains at EUR 15-25, and reindeer and salmon are the local dishes, which is good but not a food trip.

How the trip unfolds

I would base you in one apartment for all twelve nights rather than move. Rovaniemi is a compact city of about 60,000 and tours pick up from your door, so changing bases would cost time and hotel nights for no gain. Of the stays I looked at, I would book Snowflake IX: 8.5 from 340 reviews, 0.1 miles from downtown, a kitchen, and $5,480 for the twelve nights on the public price. I could not tell whether it carries Chase Travel benefits, so check the portal.

You land on Christmas Eve at 5:45 PM, after the shops have closed; a Reddit commenter, Alert-Bowler8606, warns that most of Finland shuts around noon on the 24th. Christmas Day is the village day. Santa Claus Village is free to enter and, per a Reddit commenter, stays open, and another, waraexists, did a reindeer ride on Christmas morning and called it perfect while warning of a long queue for Santa on Christmas Eve. The Polar Lapland field notes agree it is busy and commercial: go early, keep it to two or three hours.

After that the week is a rota: Arktikum museum with the Lapland buffet on a dark afternoon, a husky ride, aurora evenings, a day trip to the Korouoma Canyon frozen waterfalls, a snowmobile safari, and a reindeer farm visit on New Year's Eve. Daylight is about two hours around the solstice, so I would put scenic things between 10:00 and 14:00 and everything else after dark. Peak crowds and prices hold to about 2 January.

What it will really cost

The arithmetic for Candidate A is:

A mild year can bring thaw or rain and spoil the snow for days; the guide at Lapland Trip Planner says to watch the forecast ten days out. Aurora is statistically harder to see in December than on a clear March night, and no tour can guarantee it. Travel is two stops each way and 17 to 19 hours per direction on the fare I priced.

Hungrytravelfamily, a booking-link blog, says Christmas week is the one stretch when slots sell out, and suggests early December or January instead. That fits the pricing I saw, but those dates are outside your authorized windows, so I did not price them. Who should skip this trip: anyone who wants a beach or a food-led trip, anyone for whom the ceiling is firm.

The best alternative

The strongest competitor on this route is not a different destination but a cheaper version of the same one. Candidate B is about $10,054, which saves roughly $4,907 but adds a 38h48 return and a two-review apartment 2.5 miles out of town. A Helsinki-first fare is about $1,900 cheaper in airfare, but needs a separate Helsinki to Rovaniemi ticket and lands at 1:00 AM; I do not count that as a safe saving.

I would switch to this trip only if you raise the ceiling or move your dates outside Christmas week.
